New memorials must fund lifetime upkeep

Before a new object or memorial is recommended for the Capitol grounds, the proposal must include lifetime maintenance money. It must set aside at least 5% of the total project budget. After the Capital Development Committee and the Governor approve it, that maintenance money must go into the veterans' monument trust fund. Those funds are automatically dedicated to that object's lifetime care.

Stable fund for veterans' memorial upkeep

The law maintains a trust fund to care for veterans' monuments at the Capitol and in Lincoln Veterans' Memorial Park. History Colorado manages the fund. Gifts, donations, and any appropriations go into the fund and do not revert to the general fund. Interest earnings are automatically available for maintenance and repairs. Only interest is spent; principal stays in the fund. Principal can be used in state fiscal year 2027–28 and then once every 20 years if the legislature approves. Principal can also cover necessary, unexpected repairs not covered by insurance if enough principal exists. Donations tied to permits to use the park are dedicated to park monument care. Fund money cannot replace existing maintenance budgets.
