Fire districts face fewer merger hurdles

Beginning July 1, 2025, Idaho removes a special merger requirement for fire districts whose tax rates differ by more than 3%. Those districts no longer need the special tax-rate recommendation and election required by that rule. A petition signed by 25% of qualified voters in any merging district can still trigger a consolidation election. This change does not itself change household taxes or fire services.

Merged fire districts retain unused tax increases

Beginning July 1, 2025, merged Idaho fire districts keep the unused tax increases built up by their former districts. Budget rules no longer treat the former district with the higher tax rate as having annexed the others. Any effect on homeowners’ property taxes depends on the merged district’s budget request. The law does not specify a household tax increase or savings.
