4 provisions identified: 3 benefits, 0 costs, 1 mixed.
Each fiscal year-end, Idaho sends its school facilities fund 20% of annual Tax Relief Fund distributions, plus $50 million. The money stays available for approved school uses without a new appropriation each year. Districts must first use it to replace local taxes for existing bonds, eligible supplemental levies, and plant facility levies, in that order. Remaining money can support school construction, repairs, security, other approved facility costs, or reserves. Districts must deduct the replacement funding from their property tax levies and show the savings on tax notices.
At fiscal year-end, Idaho first makes the required transfers from the Tax Relief Fund. It then moves the remaining balance or $236 million, whichever is less, to the General Fund. This supports the general state budget while leaving less money in the Tax Relief Fund. The provision does not specify a household tax change or which services receive the money.
Each fiscal year-end, Idaho transfers $50 million from the Tax Relief Fund to the Homeowner Property Tax Relief Account. This supports property tax relief for homeowners. This funding provision does not set household eligibility rules or say how much any homeowner receives.
Each fiscal year-end, Idaho transfers $39 million from the Tax Relief Fund to the State Public Defense Fund. The money supports public defense services. This provision does not set an individual payment or change household costs directly.
