More towns qualify for project funding relief

Effective July 1, 2025, Louisiana expands access to waivers of local funding requirements for state-funded construction and improvement projects. The rules apply to capital budgets for fiscal years beginning on or after that date. Municipalities with fewer than 9,500 residents qualify to apply, up from fewer than 6,000. Parishes remain eligible with 12,000 residents or fewer. Population counts exclude people held in correctional facilities. Nonstate projects normally require a local share of at least 25% of total project costs. A waiver can remove all or part of that share, but approval is not guaranteed. Applicants must show they cannot pay for reasons unrelated to government mismanagement, financial misconduct, abuse, or fraud. They must submit their two latest annual financial reports or audits, with an unqualified auditor’s opinion and no unresolved findings. They must also certify no appointment of a fiscal administrator and no overdue debts, liabilities, contract payments, or retirement payments. Existing utility projects require a rate study completed within three years before the request; waivers may require higher utility rates. The Division of Administration checks population eligibility, reviews documents, and recommends waivers. The Joint Legislative Committee on Capital Outlay has final approval.
