Beginning January 1, 2027, new Louisiana health plans with maternity benefits must cover voluntary home visits for families expecting or raising newborns. Existing plans must comply at renewal, no later than January 1, 2028. Services must use an evidence-based program model listed on the federal Home Visiting Evidence of Effectiveness registry. Coverage includes at least one visit during the baby's first three months. Families choose follow-up visits, with at least one follow-up no later than three months after the last visit. Plans may cap coverage at five visits from birth through age three. Any dollar limit must be at least $1,500 per pregnancy or childbirth; deductibles, copays, and coinsurance may still apply. Insurers may set extra approval rules, but those rules must leave at least one provider covered. Insurers choose payment methods, including value-based payments, invoices, fixed per-person payments, or arrangements supporting service growth and reducing health gaps. They may also use other payment arrangements agreed to with providers. Programs may operate without seeking insurance payment, and evidence-based programs may serve any client or population seeking their services.
