Louisiana links student science learning to jobs

The law moves Louisiana’s science, technology, engineering, and math council into Louisiana Works, replacing its prior education-agency placement. The Louisiana Works secretary or designee chairs it; the economic development secretary is the initial vice chair. The council can choose later leadership and elect other officers, without the old required vice-chair rotation. As funding allows, it must create a statewide education plan, match programs with job needs, and connect regional resources. It must also encourage voluntary business funding and technical help, and create a teaching and training resource hub at Louisiana Works. Its mission includes increasing degrees and credentials in these fields, with an emphasis on women. The council must meet at least twice yearly; additional meetings and electronic meetings under state law are allowed. Through Louisiana Works, it must report by January 30 each year to both chambers’ education and labor committees. Reports must cover implementation, measures of success, and any legislative or policy recommendations.

New funding for student projects and robotics

The law creates a state treasury fund for hands-on student science and technology programs, from prekindergarten through college. Supported activities include robotics, coding, and projects where students design, build, and test. After required constitutional bond-fund allocations, the fund receives legislative transfers, appropriations, grants, donations, gifts, and other money. This replaces the separate donation account and the earlier limit to legislative appropriations; unused balances carry forward, and investment interest stays in the fund. Money can only support the council’s mission. As funding allows, the council must create competitive grants for student robotics competitions and related activities. Grants are no longer limited to specified grades or FIRST-sponsored events and can use this fund or other available public or private money. The law sets no funding or grant amount and creates no direct household payment.
