3 provisions identified: 2 benefits, 0 costs, 1 mixed.
Beginning July 1, 2027, covered Louisiana boards, commissions, committees, and panels must submit information electronically for the Official Journal. Required records include meeting notices, minutes and attachments, recordings, membership details, employee counts, job titles, salaries, and governing rules. Boards must disclose member compensation, terms, selection methods, service length, and travel and daily meeting payments. Financial and budget records must cover the current fiscal year and two prior years. Meeting notices must arrive before legal posting deadlines; adopted minutes are due within 10 days. Annual membership and financial information is due February 1, with officers certifying its accuracy. The commissioner must make records easy to search and provide electronic meeting alerts. Noncompliant entities receive certified notice and have 90 days after receipt to respond. Legislative committees may review them within 60 days of the commissioner's notice and recommend changes or termination. If termination is considered, committees must report actions or proposed legislation at least 30 days before the next regular session. Boards managing statewide retirement trust funds are exempt when the state has no direct financial responsibility for the fund.
Beginning July 1, 2027, Louisiana permit and licensing agencies must submit application information for the Official Journal. Required details include a description, current application link, materials checklist, status contact, and expected review timeline. Agencies must also provide annual reports showing applications received, permits or licenses issued, and approval timelines. This centralizes information for applicants without changing fees, eligibility, or approval outcomes.
Beginning July 1, 2027, Louisiana replaces its newspaper-based Official Journal with a website run by the commissioner of administration. State ads, public notices, and proclamations must appear there. The Legislature may use its own website, except for notices required by the Louisiana Constitution. Laws and joint resolutions must be accessible within 60 days after the session ends and remain available at least one year. Earlier-effective laws must be posted before taking effect when possible, or as soon as possible afterward. The commissioner must set rules and fees for anyone publishing notices about proposed changes to public employee retirement laws or constitutional provisions. Those notices must be published without cost to the state; fee amounts are not specified, and retirement benefits do not change.
