Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Half-price fees for eligible Upper Audubon owners

Eligible Upper Audubon Security District parcel owners pay 50% of the regular annual parcel fee. Owners must have received the Louisiana Special Assessment Level before January 1, 2026. They must send the assessor’s eligibility notice to the district board by January 15, 2026. The amended fee rules require majority approval from district voters voting on the fee. Implementation cannot begin before January 1 after the approving election.

Higher Upper Audubon fees with voter limits

The Upper Audubon Security District in Orleans Parish can charge up to $1,200 per parcel yearly, up from $700. The board sets the flat fee by resolution, but a majority of district voters voting on it must approve. Implementation cannot begin before January 1 after the approving election. The fee ends on the date voters approve, within seven years of its start. Voters can renew it for up to seven years at a time, during regularly scheduled New Orleans elections. The law removes the former December 31, 2026, deadline for certain fees above $500.
