New certification rules for Louisiana property assessors

Beginning January 1, 2027, Louisiana changes assessor certification, renewal, and program oversight. Certification applicants must pass exams for two International Association of Assessing Officers (IAAO) courses: Course 101—Fundamentals of Real Property Appraisal—and Course 400—Assessment Administration. Certified assessors and other credential holders must renew within every five-year period through one of two continuing-education paths. The 59-hour path requires a property-appraisal course of at least 30 hours and a passing written exam. The 74-hour path requires a property-appraisal course of at least 30 hours, without a written exam. Education must come from IAAO or the Appraisal Institute, and both paths require Uniform Standards of Professional Appraisal Practice (USPAP) training. Qualifying training includes IAAO Workshop 151, IAAO Workshop 191 National USPAP Update, or an approved one- or two-day Appraisal Foundation USPAP course. Remaining hours must follow the certification committee's guidelines. The law does not say who pays for courses or exams. The committee governing certification grows from five to eleven members, serving one-year terms with reappointment allowed. The Louisiana Assessors Association's Education Coordinator chairs it, and the Louisiana Tax Commission appoints two members. The association president appoints eight certified assessors or association-certified deputy assessors, one from each of its eight board districts.
