The law creates a PANS/PANDAS specialty license plate for Louisiana citizens who apply. Eligible vehicles are passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans. Issuance requires at least 1,000 applicants and a state registration system that can handle the plate. The state selects a design with a local artist, families, community members, and awareness groups; it must include “PANS/PANDAS.” Each plate costs $25 annually plus a $3.50 handling fee, on top of the standard vehicle license tax. The $25 goes to the state general fund, not a dedicated awareness fund. The department keeps the $3.50 to help cover administrative costs.
