Reduced tobacco tax starts in 2027

Louisiana vapor sellers face tighter limits

The law separates Louisiana vapor-product manufacturers, wholesalers, and retailers into three permit tiers. Permitted manufacturers cannot hold Louisiana wholesale or retail permits or own financial interests in permitted wholesalers or retailers. Wholesalers cannot hold retail permits, and retailers cannot hold wholesale permits to supply other Louisiana retailers. Retailers must buy vapor products from Louisiana-permitted wholesalers. Wholesalers can supply covered products only to affiliated retailers, meaning businesses linked through direct, indirect, or shared control. Manufacturers cannot sell or ship vapor products directly to retailers, and sellers cannot ship them directly to Louisiana consumers. A contracted service can deliver online orders of vapor, alternative nicotine, or smokeless tobacco products from licensed physical Louisiana stores. Delivery must be in person, with the recipient's age checked at delivery. Lawful marijuana products regulated by the Louisiana Department of Health are exempt.
