Louisiana education vendors face foreign-tie contract limits

Louisiana education agencies, including public school boards and early learning centers, face new contracting limits. They cannot knowingly hire federally listed foreign adversaries, covered terrorist groups, or their agents. Education providers and vendors also cannot knowingly subcontract with them. Anyone knowingly acting for these groups, or providing them money or material support, cannot contract with agencies or their primary contractors. Agencies must notify the attorney general and immediately stop payments when they learn of a covered relationship, pending review. Vendors retain existing rights to challenge denied contracts and suspended contracts or payments. After review confirms ineligibility, vendors must return payments received on or after becoming ineligible. Agencies can seek the attorney general’s opinion on eligibility and must refer unpaid recoverable debts for collection with Revenue’s Office of Debt Recovery. Beginning July 1, 2026, every covered contract must explain these rules, require compliance throughout the contract, and warn of immediate payment suspension and possible debt collection.
