Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Monthly diaper help for low-income families

The law established a pilot from December 1, 2024, to December 1, 2025. It provided Work First New Jersey participants $30 monthly for each dependent younger than 36 months. Payments used participants’ existing benefits cards and arrived with their regular benefits. The money was only for diaper products, and the state had to explain this restriction. Unspent money followed regular program rules for aging balances and removing unused funds.

Monthly menstrual product help for low-income adults

The law established a pilot from December 1, 2024, to December 1, 2025. It provided $14 monthly to Work First New Jersey participants who menstruate and are ages 18 through 50. Payments used participants’ existing benefits cards and arrived with their regular benefits. The money was only for tampons, menstrual cups, or sanitary napkins, and the state had to explain this restriction. Unspent money followed regular program rules for aging balances and removing unused funds.

New Jersey funds two benefit pilots

Beginning December 1, 2024, the law provided $2.5 million from New Jersey’s General Fund for both benefit pilots. The money went to the Department of Human Services’ Division of Family Development, not a separate household payment. Work First New Jersey includes Temporary Assistance for Needy Families and General Assistance. The commissioner must adopt needed rules and report results to the Governor and Legislature within one month after both pilots end. The report must include participant counts and recommendations to continue or improve the pilots; this reporting requirement survives their expiration.
