New motorcycle safety rules for riders

Beginning Nov 1, 2025, motorcycles on public roads must meet new safety rules. Bikes must have two mirrors (at least 3 inches), a windshield or ANSI Z87.1 eyewear or a face shield, and a working speedometer. They also need manufacturer-type fenders on each wheel, a horn that meets Section 12-401, and a muffler that meets Section 12-402. Riders under 18 must wear a crash helmet that meets federal standard 49 CFR 571.218. Handlebars cannot be higher than the rider’s eye level. Off-road trail rides are exempt.
