4 provisions identified: 1 benefits, 1 costs, 2 mixed.
Beginning in the 2025–2026 school year, certified public school staff must get at least the new minimum pay. The floor is set by years of experience and degree or certification. Pay can be salary and/or fringe benefits to meet the minimum. For example, the 0‑year minimum is $39,601. Other starting amounts shown are $40,759, $40,991, and $42,381, depending on qualifications.
Beginning July 1, 2025, all public schools must be in session at least 181 days each year. A district that adopts a school‑hours policy and tells the State Board by October 15 must provide at least 1,086 hours of classroom instruction. Districts may use an alternative schedule with at least 1,086 hours and at least 166 days if they adopt the policy, notify by October 15, and meet State Board rules.
Beginning in the 2026–2027 school year, districts cannot count days when school is closed and learning is virtual toward the 181 days or 1,086 hours. Up to two days (12 hours) can count only if the local board approves, a state emergency exists, and the Superintendent approves a virtual plan. Plans are due by November 1 each year, with decisions by January 31. Plans must cover technology, IEP instruction, meals, and transportation for tech‑center students. Statewide virtual charter schools and full‑time district virtual programs are not limited by this rule.
Most parts of this law take effect July 1, 2025. The emergency clause also makes the act effective immediately upon passage and approval, so some parts apply right away.
