State licensing for combative sports

Beginning Nov 1, 2025, all pro and amateur combative events in Oklahoma must be sanctioned and licensed by the State Athletic Commission. Promoters and participants face administrative or criminal penalties for unlicensed events. The Commission can make rules, set license and permit fees, and stop unsanctioned shows. School‑sponsored student contests, military‑only events, USA Boxing, the International Olympic Committee, and some martial arts instructors are exempt. Updated definitions clarify which events, promoters, officials, and fighters are covered.

Health testing rules for fighters

Beginning Nov 1, 2025, applicants must submit certified lab results from a lab under 42 C.F.R. Part 493 showing they do not have HIV, hepatitis B, or hepatitis C. Tests must be within 365 days before applying. A doctor’s note that you completed the full hepatitis B vaccine can replace the hepatitis B test. A positive result denies a license for that contest. Within 24 hours of an event, a promoter may use a compliant replacement, and the fighter, opponent, a ring official, and the ringside doctor can all sign a written waiver to allow a late test.

Athletic Commission now stand-alone

Beginning Nov 1, 2025, the State Athletic Commission becomes a separate agency. All records, property, funds, and pending matters move to the Commission. Employees who transfer keep their grade, pay, leave, retirement, and longevity. The law creates a revolving fund for fees, fines, reimbursements, bond and sale proceeds, grants, and gifts, and ends the old Professional Boxing fund by moving remaining money. The Health Department provides admin support and can be repaid from the fund up to 10% of last year’s fund revenue, and must pay approved expenses within 15 business days. Commission staff and relatives within the third degree cannot promote or hold a financial interest in regulated events; medical staff may keep medical roles.
