State workers can opt out of health plan

Beginning November 1, 2025, active state employees can opt out of the state’s basic health plan. You may opt out of health and dental only and keep state life and disability benefits. You must have another group health plan now or by the start of the next plan year. Each year you must show proof of that coverage and sign an affidavit. If you opt out, you receive $150 per year instead of the flexible benefit amount.

State keeps savings from opt-outs

Beginning November 1, 2025, the state keeps any money it saves when an employee opts out of state health insurance. The law does not require the state to share those savings with employees or say how the state must use them.
