Big scholarships for top Oklahoma students

The law creates the Oklahoma Rising Scholars Award. It pays tuition, fees, room and board, and required books for up to five years at Oklahoma colleges. At public schools, the award cannot be more than that school’s costs. At private schools, it cannot be more than a comparable public school with the highest general enrollment fees. If you are an Institutional Nominee at a State System school, the school also waives up to the average cost of tuition; the scholarship plus waiver cannot exceed that school’s costs. Awards depend on available funds and Regents’ rules.

Keeping and moving your award

You must meet yearly GPA and credit‑hour standards to keep the award. The Regents can stop payments if you fall short. Your scholarship can move with you to another accredited Oklahoma college; tuition waivers only move between State System schools and may have extra limits. If you have stayed eligible, you get first priority to keep funding, and the Regents can set aside money to honor up to five‑year commitments. Payments go to your school and can only be used for allowed education costs.

Who qualifies and key student rules

You must qualify in a top category, such as ACT/SAT scores around the 99.5%–100% range, Presidential Scholar, National Merit Scholar or Finalist, or an Institutional Nominee with high scores or other top achievements set by the Regents. You must be a full‑time student at an accredited Oklahoma college to receive an award. Students with disabilities can ask for an alternate assessment; the Regents decide how to assess and set award levels. All eligibility follows Regents’ rules.

Program starts now and Regents lead

The State Regents run the program and set the rules. The Regents and the State Board of Education encourage high school juniors to take the PSAT/NMSQT. An emergency clause makes the law take effect immediately after passage and approval, even though another section lists July 1, 2025. Work on the program can start right away.

Cap on out-of-state awards

No more than 25% of awards or funding in any category can go to nonresident students. This keeps most awards for Oklahoma residents and limits out‑of‑state recipients.
