College aid for fallen military children

Children of service members who died in the line of duty after January 1, 2000, can qualify for program awards, including resident tuition. The deceased must have filed an Oklahoma income tax return for the year before death. The student must be an Oklahoma resident (or in a qualifying border district), enroll before age 21, meet admission standards, and sign the program agreement.

College aid for teachers' children

The law lets children of certified, full‑time Oklahoma classroom teachers qualify for program awards, including resident tuition. The parent must have at least 10 years of classroom teaching before the child applies; the years do not have to be consecutive or in one district. The rule excludes a teacher serving as a superintendent, principal, or other administrator when the child applies or before any award. The parent household income must be less than 700% of the federal poverty level. The State Regents verify the parent’s full‑time employment before any award, and the student must also meet residency, admission, and enrollment rules.

Schools must name contacts and notify families

Every public school with grades 8–11 must name a program contact; private schools must also name a contact. Each school year, schools must tell all 5th–11th grade students and parents about the program. When a student transfers, districts must send the student’s participation info to the new school on request. The State Regents provide forms, and the State Board helps when asked.

Age-limit changes for eligibility

Students now have until before age 17, instead of 16, to meet a key pre–11th‑grade timing rule. The State Regents can allow a hardship waiver so some 12th graders can apply. The waiver cannot be used after a student’s official graduation date, by students educated by other means who are 19 or older, or by anyone 21 or older. The State Regents must set rules to run these changes.

Parents must witness forms, IDs protected

A parent, custodial parent, or guardian must witness the student’s program agreement. The parent agrees to help the student follow rules, meet with staff or mentors, give requested information, and help with applications and forms. Students must give either their Social Security number or school student ID to the State Regents. The State Regents must keep these numbers confidential and use them only for administration.
