Beginning November 1, 2025, international medical graduates can get a limited Oklahoma license. You must graduate from a school that meets ECFMG rules, pay the Board fee, and show skill by either three years of postgraduate training in your licensing country or at least three of the last five years of physician practice abroad. You also must have a job offer at an Oklahoma health care provider inside an academic health system or the OSU College of Osteopathic Medicine with an ACGME‑accredited training program. During the limited license, you may practice only at that employer and are supervised by the department chair. After three years of practice in Oklahoma, the Board may grant a full license if you stayed in good standing and passed USMLE Steps 1, 2 CK, and 3. Once you get the full license, you can practice anywhere in Oklahoma.
Beginning November 1, 2025, foreign applicants must show proof of permanent residence or valid temporary immigration status. You must pass an oral English exam administered through ECFMG. Any foreign‑language documents must include notarized English translations from a school accredited by the North Central Association of Colleges and Schools. The Board requires original source verification of your ECFMG Certificate, but it can waive this for good cause and may accept Canada’s MCCQE instead. You also must have no conduct that would be grounds for discipline, unless the Board modifies this for cause.
Beginning November 1, 2025, foreign‑trained doctors who seek a full Oklahoma license must meet the state’s full licensure rules. You must hold a Doctor of Medicine degree or a Board‑approved equivalent verified through ECFMG or similar resources. If your education used U.S. clerkships, those clerkships must have been at hospitals or schools with ACGME‑accredited programs. The Board can require 12 to 24 months of Board‑approved training when needed to protect public health. If you have not practiced for more than two years, extra steps under state re‑entry rules apply.
