Beginning July 1, 2025, Oklahoma creates a revolving county transportation fund. Two-thirds of deposits go to county highway funds to reach $4,000 per county road mile, with lowest-spending counties first. Any remaining two-thirds money then splits: half by each county’s share of road miles, and half by its share of bridges. One-third is set aside to rebuild county bridges on major collector routes. Counties submit bridge projects to ODOT; ODOT checks safety, structure, readiness, detours, and school bus routes before funding.
Beginning July 1, 2025, the gross production tax on natural gas is 5%. The money is split: 40% to General Revenue, 10% to county highway funds, 10% to school districts, and 40% to the new county transportation fund. County highway funds receive their share based on each county’s share of production value. The new fund’s share is capped at $75 million each year; any extra goes to General Revenue. School dollars are paid by average daily attendance and require a local 15‑mill levy and 12 years of instruction. Some collections follow the state’s five‑year average and savings‑fund rules.
