New tire recycling rules start Nov 2026

The law takes effect on November 1, 2026. From that date, the updated tire recycling definitions and rules apply statewide. Agencies and businesses must follow the new terms beginning then.

New rules for tire pyrolysis facilities

Beginning November 1, 2026, Oklahoma treats tire pyrolysis as used tire processing. From then until July 1, 2031, pyrolysis facilities count as used tire recycling facilities, not advanced recycling. They must follow all used tire recycling statutes and rules. Baling is still not treated as used tire processing.
