Targeted funding for state road projects

Beginning July 1, 2026, the Department of Transportation must set aside $5 million, from funds in Enrolled Senate Bill 1177, for projects in its 8-Year Construction Work Plan under the Executive Director's direction. The law also appropriates $266,000 from the General Revenue Fund for the year ending June 30, 2027. The Department must use this money to implement Enrolled House Bill 2979.

Deadlines to use this act's funds

Beginning July 1, 2026, the law sets when agencies can budget and spend non-capital funds in this act. Money can be budgeted for either FY-27 (year ending June 30, 2027) or FY-28 (year ending June 30, 2028), not both. If set for FY-27, funds can be encumbered through June 30, 2027 and must be spent by November 15, 2027, or they lapse unless re-budgeted for FY-28. If set for FY-28, funds can be encumbered through June 30, 2028 and any money left after November 15, 2028 lapses. Agencies may move funds from FY-27 to FY-28 only by removing them from the FY-27 budget work program and getting approval from the Office of Management and Enterprise Services. These rules do not apply to capital outlay.
