Health Department runs rural health program

The law makes the Oklahoma State Department of Health the lead agency for the Rural Health Transformation Program. The Department handles federal funds and required reports to the federal government. This central role helps Oklahoma plan and run rural health projects tied to Public Law 119-21.

Revolving fund for rural health projects

The law creates a revolving fund to pay for rural health projects that the federal Centers for Medicare & Medicaid Services approve. The Health Department can spend this money and use written agreements (MOUs) with partner agencies to carry out projects. At the end of the program, the fund must keep a balance equal to the amount moved under Section 74 of Enrolled SB 1177 (2nd Session, 60th Legislature). This setup speeds projects but also sets a spending guardrail over time.
