New fund to improve military bases

The law creates a Base Infrastructure Needs and Development Technology Fund (BIND – Technology Fund). The Oklahoma Military Department uses it to invest in base roads and gates, training software and licenses, and school buildings on bases. The program can also back local industry projects that help keep bases open or expand. Money in the fund does not expire each year, and the Department must file a year-end report within 45 days when it spends from the fund. Beginning July 1, 2026, the Department can spend this money.

Emergency timing and repeal for base laws

The act takes effect as soon as it is signed. The new fund and program start on July 1, 2026. The 2025 base-infrastructure section of law is repealed on November 1, 2026.
