Beginning July 1, 2026, the state moves $21 million already appropriated into a military revolving fund. From that, $6.2 million goes to school buildings on a Southwest Oklahoma base. $5 million goes to school buildings on a Northwest Oklahoma base. $9.8 million improves cargo access, including rail, to a Southeast Oklahoma military facility. Also on July 1, 2026, the state adds $4 million from the rural prosperity fund for the same Southeast cargo access work.
Beginning July 1, 2026, the state appropriates $10 million to the military revolving fund to build a new building tied to an innovation center for defense research and education. The state does not release this money until other funding is secured and a tenant or tenants are lined up.
Effective October 31, 2026, the Oklahoma Military Department can move the remaining balance of the Schools Revolving Fund into the military revolving fund. The law does not state the amount. This lets the state use those dollars for readiness and school projects under the new fund.
