New bell-to-bell phone limits for students

For the 2025–2026 school year, every district adopts a policy that bans student use of cell phones and other personal devices on campus from bell to bell. The policy includes disciplinary steps for violations. Starting in 2026–2027 and after, districts may choose whether to keep or adopt this ban, and those policies may allow device use in an emergency or for students who must monitor health issues. “Bell to bell” means from the first instructional bell until dismissal. School‑issued or school‑approved devices limited to classroom instruction are not counted as personal devices.
