Emergency clause makes law effective now

The law declares an emergency. It takes effect upon passage and approval. A general July 1, 2026 effective date also appears, but the emergency clause makes the law effective immediately.

Military base planning commission extended to 2030

The law re-creates the Oklahoma Strategic Military Planning Commission and keeps it until December 31, 2030. It has nine members: five Governor appointees for communities near Altus AFB, Vance AFB, Fort Sill, the McAlester Army Ammunition Plant, and Tinker AFB. One House member, one Senate member, the Secretary of Veterans Affairs, and the Adjutant General are ex officio nonvoting members. Members serve at the pleasure of their appointing authority. The Commission elects a chair and vice-chair for one year and must follow the Oklahoma Open Meeting Act and Open Records Act.
