No bank transfer fees without consent

Beginning November 1, 2025, insurers, HMOs, and vendors cannot add a fee just to send a payment through the Automated Clearing House (ACH) network unless the provider agrees. A provider’s agent may charge reasonable fees for portal, data, or other added services. This stops surprise ACH transmission charges without consent.

Providers get payment choice and fee notice

Beginning November 1, 2025, insurers, HMOs, and their vendors cannot force providers to take only credit card payments. This applies to plans issued, amended, or renewed on or after January 1, 2020. When they start or change credit card, electronic funds transfer (EFT), or virtual card payments, they must tell providers about any fees. They must also list other payment options and give clear steps to pick one. Any contract term that tries to waive these rules is void.

Start date and state enforcement

Beginning November 1, 2025, the Oklahoma Insurance Commissioner enforces these payment rules. The Commissioner can act against insurers, HMOs, and vendors that do not follow them. The law takes effect November 1, 2025.
