Emergency clause: law takes effect on approval

The law declares an emergency. It takes effect upon passage and approval, instead of waiting until July 1, 2025. This change speeds up when the rules start. It only changes timing, not what the rules say.

Natural gas preferred for fossil power plants

The law sets a natural gas energy standard. It declares natural gas the preferred fuel for new fossil-fuel power plants built after the law takes effect, through January 1, 2020. It also states that from January 1, 2011 to January 1, 2020, new plants or added capacity should use natural gas. A power company that wants another fossil fuel must show the Oklahoma Corporation Commission, or another proper regulator, that the choice is in electric consumers’ best interest. If the regulator agrees, the company can use that other fuel.
