Administrators cannot give anyone a faster or easier admission to a State Veterans Home because of a past or promised donation. Auditors who review the Department can see all foundation financial records and work papers. Donor names and other confidential items stay private.
The law creates a private, not-for-profit State of Oklahoma Veterans Foundation. It can raise money, property, and services from any public or private source to support the Veterans Commission and the Department. The foundation operates only for charitable and educational purposes and must be tax-exempt under 501(c) and 509(a). Donations add to, not replace, state funding for veteran services.
The Department sets up the foundation’s board. The Veterans Commission commissioners choose the first members and elect the board. Department employees cannot be voting board members. Any voting member with a financial interest in a matter must not vote on it.
