State agencies barred from foreign adversary-linked biotech

The law bans Oklahoma state agencies that get federal or state money from buying or using biotech gear or services from companies the federal government designates as "biotechnology companies of concern." Agencies also cannot contract with vendors that use or buy that covered biotech. These companies are tied to foreign adversaries under federal rules. The ban takes effect only after a federal law is enacted that bars entities receiving federal funds from using such biotech. Until that happens, the state ban is not in force.
