Beginning July 1, 2025, during a pandemic emergency declared by the Governor or the President, the Governor cannot order a business to close unless documented scientific evidence shows that type of business directly spreads the disease. Before calling a business nonessential or harmful and ordering it to stay open or closed, the Governor must give the business notice and a chance for a hearing. These rules limit state executive closure orders during pandemics and protect business operations and jobs.
