The Department of Mental Health and Substance Abuse Services now leads the Suicide Prevention Act. It evaluates what works to reduce attempts and deaths. By July 1 each year, it sends an electronic report to the Council chair, the House Speaker, the Senate President Pro Tem, and the Governor. This takes effect immediately.
The State Board of Cosmetology and Barbering continues through July 1, 2025. It keeps 11 members and the same appointment and qualification rules, with the Governor appointing and able to remove members. The Board meets in January, March, May, July, September, and November, and files a yearly report to the Governor. Licensing oversight stays in place for cosmetologists, barbers, and related schools.
On July 1, 2025, the law repeals these sections: 43A §12-104; 62 §34.30; 70 §§1210.451–1210.453; 73 §176; and 74 §§291.10, 291.11, 291.19, and 840-1.7. The act lists these repeals but does not describe their substance here. Most households are unlikely to see a direct change from this cleanup.
