Districts must meet at least 180 days or 1,080 hours each year. Beginning in 2021–2022, a district may use an hours‑based calendar only if it meets State Board rules for student results and cost savings and notifies the Board by Oct. 15. The State Board sets extended‑day criteria, and any extended‑day plan needs a public hearing and yearly reports on student achievement; approval can be revoked and accreditation can be at risk if results do not improve. Parent‑teacher conferences can count up to 6 hours per semester as instruction if the district allows it, but no more than 30 hours of staff professional meetings may count each year. A school year can be shortened only when conditions beyond district control make it impossible and the State Board concurs in writing. The Schools for the Blind and the Deaf may use alternative hours with Board approval by Oct. 15.
Beginning in the 2026–2027 school year, days when a school is closed and teaches online do not count toward the 180 days or 1,080 hours. A district can count up to 2 days (12 hours) only if the State Superintendent approved its virtual plan (initially due Nov. 1, 2025; decision by Jan. 31, 2026; updated each year), the Governor has a related state of emergency, and the local board approves it. Plans must cover IEP services, school meals, and transportation for technology‑center students, and be posted online. Time taught before a same‑day weather closure still counts toward the 1,080 hours. Statewide virtual charter schools and full‑time district virtual programs are exempt. The State Department of Education posts an annual report by June 30, 2027, and every year after.
Districts cannot require off‑contract teachers to attend professional meetings unless they pay extra or give paid professional days, as allowed by local policy or any bargaining agreement. Districts can still require teachers to work more than the 1,080 student‑instruction hours, and the law does not change any employee’s Fair Labor Standards Act status.
