Beginning July 1, 2025, Tennessee lets eligible former foster youth keep DCS services until age 23. You qualify if you were in DCS custody at 18, or were adopted from or got subsidized guardianship by DCS at ages 16–17. You must meet one test: finishing high school or GED; enrolled in college or career/tech; in a job or barrier-removal program; working 80+ hours a month; or unable to do these because of a documented medical, developmental, or intellectual condition and following DCS-recommended treatment. If you did not achieve permanency through adoption or subsidized guardianship, you must attend a court hearing or administrative review every six months until you turn 21.
Starting July 1, 2025, you do not pay fees for a driver license, permit, intermediate license, or state photo ID. You must show proof with your application that you are under 18 and in DCS custody, or that you are getting services under DCS extension of foster care or juvenile justice programs.
Starting July 1, 2025, the law says “participating institutions” instead of “public institutions” in this education section. This can change which schools take part. The law also deletes subsection (d) of that section; effects depend on what that subsection contained.
