Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

When names come off the registry

The TBI removes a person from the registry after a set time from their most recent qualifying conviction. Removal is after 5 years with 1 prior conviction, 7 years with 2, 10 years with 3, and 20 years with 4 or more. These timelines apply to offenses committed on or after January 1, 2026. Prior convictions that help set the timeline can be from before 2026.

Courts must order and report registration

If someone is convicted of a domestic-abuse offense and has at least one earlier domestic-abuse conviction, the court must order that person to register. The court clerk must send a certified copy of the conviction and the person’s date of birth to the TBI within 7 days. These rules take effect January 1, 2026.

Public registry for repeat domestic abusers

The Tennessee Bureau of Investigation keeps a public online registry of people convicted of a domestic-abuse offense who also have at least one prior such conviction. The registry shows the person’s name, date of birth, conviction date, county or counties of conviction, and a current photo. The public site does not show home addresses, Social Security numbers, driver license numbers, or other government ID numbers. This law applies to offenses committed on or after January 1, 2026, but earlier convictions can count toward who appears.

One-time $150 fee to register

If the court orders you to register, you must pay a one-time $150 fee. The court clerk keeps $50 for local costs and sends $100 to the Office of Criminal Justice Programs for family-violence grants. The $100 does not revert to the state’s general fund. This fee rule starts January 1, 2026.
