Bill Overview

Analyzed Economic Effects

9 provisions identified: 0 benefits, 8 costs, 1 mixed.

Fines and cleanup bills for violators

Violating this litter law costs money each day it continues. Fines range from $25 to $50 per day until you fix the problem. If officials order you to clean up your property, you must pay to do it. If you do not, Tipton County can clean it and bill you for the full cost.

Public dumpster rules and special waste

Do not burn or scavenge at public dumpsters. Do not leave trash outside a dumpster; take it to another one if it is full. Do not put large heavy items, hazardous materials, or big pieces of wood in or near dumpsters. If you have hard‑to‑handle waste, get advice from Tipton County or your city Public Works Director.

Secure vehicle loads; remove broken cars

You must secure loads on any vehicle so nothing falls onto roads or property. If your vehicle does not run and sits on a public road or area, you must remove it within 3 days at your expense. If you do not, authorities can remove it and charge you.

Home trash containers and yard cleanup

Household trash must be in closed, secure containers. Drain wet garbage and use waterproof containers. Do not put toxic or hazardous items in home bins. Keep the area around your home clean up to the street and remove obnoxious growth. Owners or tenants must also keep vacant lots clean and remove overgrowth.

Businesses must keep sites litter‑free

Commercial and industrial sites must use their assigned dumpsters and keep them from overflowing. Break down cardboard and wooden boxes before disposal. Construction and demolition sites must remove trash often and stay litter‑free. Owners or tenants must keep loading docks and parking lots clean. Outdoor event organizers must provide trash containers and clean up quickly after events.

Limits on posters and handbills

You cannot place commercial or political posters on public property or rights‑of‑way, including utility poles. Handbills must be given out so they do not become litter. Do not put flyers on vehicles, homes, or businesses if they will create a litter hazard.

No littering or dumping in Tipton

You must put your trash in proper bins or places. It is illegal to throw litter on streets, sidewalks, parks, or other public places. It is illegal to dump into streams, ditches, storm drains, or sanitary sewers. Properly ground food waste from home garbage grinders may go into sanitary sewers. You must not let trash feed or shelter rodents. If litter with your name is found on public land or someone else’s property, it counts as evidence you left it there.

Trash must go to county landfill

The county landfill is the main place for refuse. Other dumps are banned except temporary municipal sites. You may dispose of waste on your own land only if it does not cause a public nuisance, health hazard, or unsightly condition.

Local approval needed for this act

This local law requires a two‑thirds vote by the Tipton County legislative body to take effect. The presiding officer must proclaim the result and certify it to the Secretary of State.
