The charter deletes the words "and City Recorder" from one provision. It repeals Section 22 in full. It replaces the word "his" with "this" in Section 25. These updates take effect in Milan only after a two-thirds vote by the city's legislative body.

The Mayor signs all contracts the Board approves. The Mayor may also sign contracts under $10,000 that do not require Board approval, if spending fits the budget. City payments can be authorized only by the Mayor, City Treasurer, Vice-Mayor, or their designees. These changes take effect in Milan only after a two-thirds vote by the city's legislative body.
When an alderman seat is vacant, the Board has 60 days to appoint someone. The Mayor may make temporary City Attorney or City Judge appointments during sickness, absence, or other disability. These temporary picks stay in place until the Board confirms or rejects them. These changes take effect in Milan only if the city's legislative body approves them by a two-thirds vote.
The Mayor may sell surplus city property. The Board must approve any surplus sale worth more than $2,500 and any sale of real property. These rules take effect in Milan only if the city's legislative body approves them by a two-thirds vote.
