Bartlett now holds at-large, November city elections. Alderman seats are numbered 1–6; candidates pick a seat, and the top vote-getter for each seat wins. If there is a tie, the current Board decides. The Mayor and Aldermen serve four-year terms, with a three-term limit (12 years) per office; time served for less than a full four-year term does not count. Incumbents keep their current terms, and limits apply when the office next appears on the ballot. Alderman elections stay staggered. After each election, the Mayor appoints a Vice Mayor from the Board for two years, and the Board elects a register for four years. A sitting Mayor or Alderman who runs for a different Board seat when their own seat is not up must file an irrevocable resignation at filing; it takes effect at the Oath of Office after the election. These changes take effect only if the City's legislative body approves them by a two-thirds vote and certifies approval.
The Mayor can appoint, promote, transfer, demote, suspend, or remove city officers and employees, with or without notice or cause, and may delegate this power. The City may not hire, fire, favor, or discriminate based on race, color, religion, sex, national origin, age 40+, disability, or genetic information. These job rules take effect only if the City's legislative body approves them by a two-thirds vote.
