The finance commissioner appoints the municipal and county members. They represent all participating cities and counties.
Beginning July 1, 2026, Tennessee creates a state insurance committee to run the group plan for state workers. Members are the commissioner of human resources; state treasurer; commissioner of commerce and insurance; comptroller; commissioner of finance and administration; the Senate finance chair; the House finance chair; and four state employees. Three state employees are chosen under procedures set by the committee, and at least one is a preferred service employee. The chairs may coordinate selection with the retirement board, and vacancies are filled the same way.
