New rules for Shelbyville utility board

The utility board now has seven members: five citizens and two Shelbyville city council members. The council appoints citizen members in May to staggered three-year terms starting June 1; council members are named by ordinance and cannot serve on the board past their council term. Citizen members must have lived in Bedford County for the past two years, be a freeholder or householder, and be a system ratepayer. They must be at least 30 and U.S. citizens. “Ratepayer” includes named account holders, their spouses, adult residents at the service address, and owners or officers of businesses with accounts. People holding federal, state, county, or utility office, or City of Shelbyville employees, cannot serve; notaries and state National Guard members are allowed. Losing these qualifications creates a vacancy. The law does not remove current officials or shorten their elected terms. It takes effect only if the city’s legislative body approves by a two-thirds vote.

Pay rules for utility board members

The city council can set pay for citizen board members by passing an ordinance. City council members who serve on the utility board get no extra pay. This takes effect only if Shelbyville’s legislative body approves by a two-thirds vote.
