Oakland Board controls Recorder hiring and firing

The Board of Mayor and Aldermen appoints and removes the Town Recorder by a majority vote of the full Board. The Recorder serves at the Board’s pleasure and can be removed at any time. These changes take effect only after a two‑thirds (2/3) vote by the Town’s legislative body and certification to the Secretary of State.

Oakland Town Manager runs daily operations

The Board appoints the Town Manager, sets the salary, and names an acting Manager when needed. The Manager serves at the Board’s will and is the chief administrative officer over town departments. Board members must work through the Manager and cannot direct staff. The Manager can discipline directors and department heads, and hire or remove other staff under town personnel rules. Department heads are at‑will and can be removed at any time. The Manager enforces town laws, attends Board meetings without a vote, prepares annual operating and capital budgets, gives monthly department financial reports, and makes purchases under Section 19. The Manager cannot hire or fire the Town Recorder. These changes take effect only after a two‑thirds (2/3) vote by the Town’s legislative body and certification to the Secretary of State.
