During a declared emergency, the governor can issue, change, or cancel orders and rules that have the force of law. These orders cannot conflict with the Tennessee Constitution. The state can pause many normal agency procedures if they would slow needed action; this does not apply to subsections (m) and (n). It does not change limits on emergency orders or how long an emergency can last. Agencies act faster, but people and businesses may face fewer procedural protections during the emergency.
