One disability housing pilot per region

The pilot has one site in each Tennessee grand division: west, middle, and east. It sets application windows: two sites accept applications July 1, 2024 through March 31, 2025. The eastern site accepts applications July 1, 2025 through March 31, 2026. The department must approve any complete, eligible application within 30 days of receipt. These rules apply beginning July 1, 2025.

Safer bathrooms and 2028 build deadline

Starting July 1, 2025, each bedroom in a pilot facility must be in, next to, or across the hall from a full bathroom. If you build new space to join the pilot, you must finish by June 30, 2028. All pilot participants must have required licenses before taking residents.

Strict rules for eastern pilot site

Starting July 1, 2025, the eastern pilot site must meet tight rules. You must already hold a department license to run a residential home on the property. The property must be in a county with a 2020 census population between 108,600 and 108,700. You must own the property. It must span at least 26 acres; acreage can include adjacent properties used for independent living, assisted-care, or nursing home communities. You may serve no more than 60 additional adults with intellectual and developmental disabilities. At least 25% of homes on the property must be available to adults of all abilities. You must be a 501(c)(3) nonprofit.
