Remote participation rules for city councils

Municipal legislative bodies can allow members to join and vote by video if adopted by a two-thirds vote. It is allowed only for a family or medical emergency, military service, or bad weather, and the chair must be able to see the member. A quorum must be physically present. No more than 20% of members, and no more than 3, may join remotely, and each member may do this only two times per year. The public must get live audio or video and a clear recording posted within two business days; notices must explain how to watch. The municipality must adopt a written policy and may opt out the same way; these rules are in effect now and end July 1, 2028.
