Beginning July 1, 2025, Tennessee operates the Conservatorship Management Task Force. It reviews resources, training, tracking, fraud risks, public guardianship capacity, and monitoring of conservatorships. It must send a report by December 31, 2025, and every year after, to the Department of Disability and Aging and the Administrative Office of the Courts. The task force meets at least quarterly; the governor picks a chair from the public members; and a majority is a quorum. It is housed in the Department of Disability and Aging, and state agencies must help when asked.
The task force has nine members: five state leaders or designees (Disability and Aging, Health, Human Services, Mental Health and Substance Abuse, and the court system’s Administrative Office) and four public members. The four public seats are a probate judge and representatives from the Conservatorship Association of Tennessee, the Tennessee State Court Clerks Association, and the Tennessee Center for Decision Making Support. Two public members serve initial terms ending June 30, 2027; the other two end June 30, 2028. After that, terms are three years, starting July 1; members can serve up to two straight terms. The governor must fill any vacancy within 60 days. Appointments can begin as soon as the law took effect; all other parts start July 1, 2025.
Task force members receive no pay. They also do not get reimbursement for travel or other expenses.
