Beginning July 1, 2025, some buildings that install a whole‑building water softener count as public water systems. This applies only when the device is installed solely to soften hard water and that setup makes the site meet the state’s public water system definition. Those buildings are treated as consecutive systems. They must test incoming and finished water for hardness, alkalinity, and pH every three months, and test sodium once a year. They must send results to the Tennessee Department of Environment and Conservation within 15 days after each reporting period. The law also defines a consecutive system (one that gets finished water from another system) and a point‑of‑entry treatment device (a device that treats water as it enters a single‑owner building).
