County officer roles and duties clarified

The law names the sheriff, register, county clerk, assessor, and trustee as charter or constitutional county officers. It updates the statute to include charter county offices and sets each office’s core duties. Registers record documents that affect property rights. County clerks collect business and wheel taxes, handle vehicle tags, issue marriage and other licenses, and keep notary records. Trustees collect property taxes and manage county money; assessors value and record all property except public utilities.

Sheriff is the county's top law officer

The law names the sheriff as the county’s chief law officer with full jurisdiction in the county. Sheriffs and deputies must keep the peace, stop riots, detect crime, and arrest offenders. They serve and execute civil and criminal process and warrants, and fingerprint offenders. They secure courthouses and courtrooms, investigate felonies (including organized crime and road patrol), and run county jails. They also help keep traffic moving on county roads and perform traditional common‑law duties.
