Board decisions must include court review notice

Permit decisions must include appeal notice

Beginning July 1, 2025, when a building permit is granted or denied, the local official must give you written notice of your right to appeal to the board of zoning appeals. This applies to county and city permitting offices. It helps applicants understand and use their appeal rights.

Standard rules for zoning appeal boards

Beginning July 1, 2025, county and city legislative bodies must set general rules for how the board of zoning appeals is organized and runs. Boards must keep a public record, elect a chair and officers, and let parties present relevant proof. Boards may include their reasons and findings in their actions. These steps make appeals more open and consistent across Tennessee.

Zoning rules add rights, remove one topic

Beginning July 1, 2025, local zoning ordinances must list “property rights” and “constitutional rights” in their public hearing procedures. The law also removes one listed topic from the state’s required zoning topics for both county and city codes. This change updates what local governments must spell out in their zoning rules. It increases clarity on rights, but one previous requirement is dropped.
